Sir, - In a few days Sir Bartle Frere will return to England, and public attention will be directed to the East Coast of Africa. I am desirous of availing myself of the opportunity to ventilate some speculations of my own, which you may, perhaps, consider of sufficient interest to deserve publication in the Times.
